<br />Institutional Considerations <br /> <br />... Technical assistance is being provided by the Natural Resource <br />Conservation Service (NRCS). <br /> <br />The DLC has been approved by the CWCB to borrow up to $100,000 <br />from the Construction Fund Small Project Loan Account. The loan <br />from the CWCB is contingent upon the successful negotiation of a <br />contract between the CWCB and DLC. <br /> <br />The project will benefit the shareholders on the lower end of the <br />lateral, yet the entire Company (all shareholders) will be liable <br />for the CWCB loan payment, It i~ envisioned that a special <br />assessment will be levied by the DLC on the stock of those who <br />receive water from the lower portion of the lateral, and that <br />this assessment will be used to make the CWCB loan payment. The <br />Company shareholders have agreed in principle to this financing <br />method by passage of the resolutions included in Appendix D. <br /> <br />Opinion of Feasibility <br /> <br />The selected alternative is technically and financially feasible. <br />There are no known roadblocks which would keep the DLC from <br />successfully completing this project. <br /> <br />. <br /> <br />. <br /> <br />Feasibility Study <br />Rehabilitation of the Lower Decker Lateral <br />July 1997 <br /> <br />11 <br />
