'P G' <br />Project Planning and Construction <br /> <br />DATE: September 12,1997 <br /> <br />SUBJECT: Agenda Item 14.b., September 22-23, 1997 Board Meeting - Water <br />Project Construction Loan Program -Arkansas River Augmentation <br />Loan Account - Arkansas Groundwater Users Association - <br />Augmentation Plan <br /> <br />Introduction <br />The Arkansas Groundwater Users Association (AGUA) is applying for a loan of <br />$650,000 from the Arkansas River Augment:1tion Loan Account for AGUA's <br />augmentation program in the upper Arkansas River Basin, The loan would be used to <br />purchase shares in the Excelsior Ditch to offset a portion of the depletions resulting from <br />well pumping by members of AGUA. <br /> <br />Project Sponsor <br />AGUA was formed in 1995 as a non-profit corporation "to protect and develop the <br />surface and underground waters of the State of Colorado in the Arkansas River Basin to <br />their fullest use", AGUA's membership consists of254 individuals or entities and more <br />than 400 wells of which 336 are currently active, Approximately J?<;per~ AGUA's <br />member water use is for irrigation, <br /> <br />The Association's primary service area is the mainstem of the Arkansas River between <br />Pueblo Reservoir and John Martin Reservoir with some members located above Pueblo <br />Reservoir on the Arkansas as far west as Salida and a large number of members in the <br />Fountain Creek Basin. The current officers of AGUA are: Dick Evans, President; Bert <br />Potestio, Vice President; Cliff Walter, Secretary/Treasurer. <br /> <br />1 <br />
