<br />I <br /> <br />I <br /> <br />Department, This system collects Water from Ranch Creek and its <br />tributaries on the east to West Saint louls Creek on the west. Waters <br />collected in the system are transferred to the Moffat Tunnel where they <br />are then conveyed to the east slope, The Denver water rights encompass. <br />ing this vast collection system are a control I ing factor for any new <br />appropriation in the area. <br /> <br />I <br />I <br /> <br />I <br />I <br />I <br /> <br />I <br /> <br />Agricultural and municipal users such as the towns of Fraser, Hideaway <br /> <br /> <br />Park, Tabernash and Granby also have water rights. The agricultural <br /> <br /> <br />water use, however, is I imited to 3,000 acres which is predominantly <br /> <br /> <br />pasture. The growing season in the area varies from about 60 - 80 days. <br /> <br /> <br />Consequently there is not sufficient time for good crop production. <br /> <br /> <br />The steeply sloping flanks of the valley limits agricultural water use <br /> <br /> <br />to the valley floor. <br /> <br />I <br /> <br />Existing Water Resources of the District <br /> <br />I <br /> <br />There is no public water supply system within the Winter Park Water and <br />Sanitation District. The District receives its present supply from two <br />sources: individual private wells and the Denver Water Department. <br />At the present time the Winter Park Water and Sanitation District does <br />not have a decreed water right. A conditional filing for a water supply <br />to be diverted directly from the Fraser River has recently been made <br />with the Division 5 Water Court. To understand the unique problems of <br />the District it is important to understand the relationship between the <br />District and the Denver Water Department. <br /> <br />I <br /> <br />I <br /> <br />I <br />I <br /> <br />I <br /> <br />The Winter Park Recreational Association, including the City land and <br />base area have a contract with the Denver Water Department whereby raw <br />water can be supplied to them. The Arlberg Club and other private <br />development cannot be provided with water from the Denver system as <br />the Board of Water Commissioners is not authorizing addi tional commit- <br />ments for extension of water service beyond areas Denver has an existing <br />obligation to serve. They are concerned that to do so may result in <br />water shortages to those lands presently eligible for service. Should <br />the District be able to acquire a water right that can be utilized by <br />Denver, an arrangement for exchange may be possible.
