The report presents alternative design
and financing concepts as well as a program for obtaining a water right.

The location of the ~istrict in a high recreation use area underl ines the
necessity of providing for growth in the area. The planning process for
development around the Winter Park ski area is underway with
preliminary approval of some early phases already given by the Grand
County commissioners. The District must proceed immediately with plans
to provide water for the area.

I
I
I
I
I
I
I

The study combined the efforts of Leonard Rice Consulting Water Engineers
and McDowell, Scott and Cox, Inc.
