Annual Report <br />On or before April first of each year, the Manager shall make an <br />annual report of its activities for the preceding fiscal year to the <br />Board. The annual report shall contain a complete operating and <br />financial statement of the District's operation during that year. <br /> <br />Section 2. Audits <br />The annudl audit shall be made each year as soon after the close of <br />the fiscal year as possible by ~ certified public accountant, who <br />shall be selected by the Board, and copies thereof shall be filed <br />with the State Treasurer and th' State A~ditor. <br /> <br />Such audits shall conform to the "Colorado Local Government Audit <br />Law~, being part 6 of Article 1 of Title 29, of the 1973 Colorado <br />Revised Statutes, as . <br /> <br />Section 3. Annual Budget <br />The Board shall adopt an annual budget.no later than the regular <br />November meeting of the District for the ensuing year, pursuant to <br />the uLocal Government Budget Law of Colorado", Part 1 of Article 1 of <br />Title 29, Color~do Revised Statutes 1973. <br /> <br />Section 4. Fiscal Rules, Resolutions <br />The shall be the responsibility of the Secretary-Treasurer to <br />receive, care for, and disburse the funds of the District. He shall <br />have the discreation to delegate any or all of these duties to the <br />Manager. Disbursement of District funds shall be by bank check from a <br />Bank designated by the Board. Only the signature of the <br />Secretary-Treasurer or the Manager shall be allowed. It shall be the <br />responsibility of the District to provide a Surety Bond for the <br />Secretarty-Treasurer and the Manager in an amount egual to or greater <br />than the exposure incurred by the position. <br /> <br />The purchase of items which exceed $~,OOO in value shall be done by <br />proper competative bidding procedure~ established by the Board. <br /> <br />The Board may adopt such other fiscal rules, and resolutions, or <br />both, as the Board deems necessary for the receipt and payment of <br />operating and capital funds for the District. <br /> <br />ARTICLE VI - CHANGE OF BYLAWS <br />
