Prior to the construction

of the Warrior's Mark Water Treatment Plant in 1977, the District
purchased its water from the Town. At this time this area considered
annexation to the Town of Breckenridge but was denied by the residents
Full annexation would have given the area Town of Breckenridge water.
With the growth of Breckenridge, their water supply facilities became

strained and they were unable to service areas outside of the Towns

limits. The cost of water as purchased from the Town and at the out
of Town rate became prohibitive to the customers in this area. At
this time, the Board of Directors opted for complete separation from
the Town's water system and the construction of the existing Warrior's
Mark Plant. This decision has committed the area to be independent from
the Town of Breckenridge.
All other areas of the District are at a considerable distance from the

Town of Breckenridge and the municipal water system for any possible

annexation now or in the near future.

1-4
