Law under which the district is organized: <br />Part I of Article 4 of Title 32, C.R.S. 1973, as amended. <br />The district is a governmental subdivision of the State of <br />ColoIiado with all the powers of a public or quasi-'muncipal <br />corporation. <br /> <br />I <br /> <br />I <br /> <br />b. Right of eminent domain: Section 32-4-113 <br />(1) (j), C.R.S. 1973, as amended, that ,the district shall <br />have the power of eminent domain and dominant eminent domain <br />both within and without the district. <br /> <br />I <br /> <br />c. Taxing or assessing authority: The board of <br />directors of the district has the power and authority to <br />levy and collect ad valorem taxes on and against all taxable <br />property within the district. Section 32-4-114, C.R.S. <br />1973, as amended. <br /> <br />I <br /> <br />I <br />I <br /> <br />d. Authority to enter into contractural arrangements <br />with the Colorado Water Conservation Board: Section <br />32-4-113 (1) (d), C.R.S. 1973, as amended, provides that the <br />board of directors has the power to enter into contracts and <br />agreements affecting the affairs of the district. <br /> <br />I <br /> <br /> <br />I <br /> <br />vi <br />
