<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CHAPTER I <br /> <br />GENERAL INFORMATION <br /> <br />INTRODUCTION: <br /> <br />The North Poudre Irrigation Company is a mutual <br />ditch and reservoir company and has its office in Wellington, <br />Colorado. It operates 22 storage reservoirs and approximately <br />200 miles of ditches delivering water to its shareholders. <br />There are ten thousand shares of stock authorized and issued. <br />There are at least 520 shareholders. The actual number is <br />greater because there are joint owners of shares of stock <br />but in making a calculation of the number of owners, the <br />count has included only one owner becuase of the amount of <br />time it would take to go through and actually count each and <br />every person or organization with an interest in the stock. <br /> <br />Fossil Creek Reservoir is located southeast of the <br />City of Fort Collins and is only about 2 miles south of the <br />City Limits which encompass the Hewlett-Packard Plant just <br />west of Interstate 25 on Harmony Road. The reservoir will <br />hold approximately 11, 508 acre fee. At the present time, <br />except for short periods, storage is limited to about <br />7,705 feet because of a hold order imposed by the State <br />Engineer. The actual range of storage may be between 7,705 <br />and 13,597 acre feet because of a question involving the <br />position of the gauge rod. The inlet and outlet ditch <br />may carry as much as 300 c.f.s. each but are operated at <br />lower levels. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />The State Engineer has required that Fossil Creek <br />have an enlarged spillway constructed which will carry <br />approximately 60,000 - 65,000 cubic feet per second of run- <br />off in the event of a probable maximum storm. The reservoir <br />was constructed about 1902 and is an earthen fill darn, in <br />need of repairs to hold more than 11,500 acre feet. Improvements <br />and repairs to the darn should probably be made a~ the same time <br />the new spillway is built, to avoid moving large amounts of <br />earth twice. Soil removed for the enlarged spillway would <br />be used in repairing the darn. Estimated construction cost <br />for the reservoir and the darn are approximately $4,114,313, <br />after allowing for inflation and contingencies if more than <br />two years go by before construction begins. <br /> <br />I <br />I <br /> <br />Fossil Creek Reservoir provides benefits directly <br />and indirectly to many users. It is used to provide water <br />for the benefit of The North poudre shareholders by exchange. <br />This is because The North poudre system is primarily in the <br />Wellington, Colorado area and water in Fos'sil Creek must be <br />exchanged with other water users so North Poudre gets the <br />water into its system.
