Mountain Avenue <br />Fort Collins, Colorado 80524 <br /> <br />Dear Mr. Hill: <br /> <br />This letter is written at your request as counsel to the <br />North poudre Irrigation Company. <br /> <br />Platte River Power Authority ("Platte River") is organized <br />under Colorado Revised Statutes, 29-1-204 (1973) as a <br />separate governmental entity and a political subdivision of <br />the State of Colorado. Its sole purpose is to supply the <br />electric generation and transmission needs of its four <br />constituent municipalities, Estes Park, Fort Collins, <br />Longmont and Loveland. It would be accurate 'to describe <br />Platt~ River as the agency and instrumentality of the four <br />constituent municipalities responsible for the production <br />and transmission of their bulk energy supply. <br /> <br />Platte River supplies energy for resale to nearly 66,000 <br />retail customers of the four municipalities. Over the last <br />ten years the population in Platte River's service area has <br />grown by about 80%; Platte River's energy deliveries to the <br />four municipalities has more than doubled. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Because of this growth rate, Platte River has had to plan <br />for the future. In 1973 the four municipalities supplied by <br />Platte River were able to obtain all of the electricity <br />their citizens needed from federal hydroelectric projects <br />under a contract with the United States government. By 1977 <br />this entire supply was fully put to use and in anticipation <br />that it would be, Platte River became a participant in a <br />coal-fired generating plant with sufficient capacity to meet <br />our needs to 1985-86 -- now only 4 to 5 years away. <br /> <br />In anticipation of future needs, Platte <br />planning for its most recent generation <br />Energy Project, commencing in 1976-77. <br /> <br />River undertook the <br />project, the Rawhide <br />Rawhide is a 250 <br /> <br />A-I <br /> <br />. <br />
