This allows these facilities to not <br />discharge directly into the River, but does not provide a direct <br />income to North Poudre Irrigation Company. <br /> <br />c. Fish and wildlife. No value is assigned to this facility <br />as a-rishery, as it provides only recreational fishing. <br /> <br />As a wildlife area, the reservoir provides an economic <br />return for goose and duck hunting, not only to the North Poudre <br />Irrigation Company, but to surrounding property owners. The <br />areas adjacent to the reservoir is closed to goose hunting, <br />but it is estimated that an excess of fifty blinds are maintain- <br />ed within a one mile perimeter of the restricted area. <br /> <br />Hunting rights on North Poudre Irrigation Company <br />property at Fossil Creek currently are leased for $2,750 per <br />year but is restricted to ducks only. <br /> <br />d. Recreation. The boating and recreational rights to the <br />reservoir are currently leased to Harris Marine at a rate of <br />$7,500 per year. It is anticipated that in the future, the <br />value of such a site will greatly increase as urbanization <br />increases. <br /> <br />e. Drainage. Fossil Creek Reservoir and spillway will mitigate <br />a flood on Fossil Creek from more than 28 square miles of up- <br />stream basin, The PMP inflow design flood is reduced from 80,800 <br />cfs inflow to approximately 61,900 cfs outflow. If a value of <br />$100 per cfs mitigated were applied, the resulting value would be <br />$1,890,000. This would be representative of the reduction in damage <br />to property downstream from the dam site to Greeley. This <br />occurrence might be set at 1,000 years or an annual value of <br />$1,890. <br /> <br />In addition to the above benefits, Fossil Creek Reservoir <br />is in a location on the river which allows for its use as a <br />regulating reservoir to the river. Mr. Jack Neutze, Poudre <br />River Commissioner, uses flows into and out of the reservoir <br />to help maximize the utilization of normal flows and decrees <br />out of the Cache La Poudre River. <br /> <br />The benefit of proceeding with this project results <br />from the fact that were it constructed in the immediate future, <br />the costs of the project are fi~ed over the next 40 years and <br />the benefits escalate with infl~tion. If the project is not <br />constructed, the use of the reservoir would decrease to the <br />point of obsolescence in 40 yea.s or less. <br /> <br />~21- <br />
