CHAPTER VI

ESTIMATED COSTS

a. Costs of construction. Itemized constrction costs are
included in the engineering report which was previously
submitted under separate cover. In the application prepared
by North Poudre Irrigation Company to the Colorado Water
Conservation Board dated August 12, 1981, an estimated project
cost was included as Attachment "A". A copy of the application
and cost estimate in included in Appendix "C" to this report.

Construction items included embankment, replacing
the outlet works, and construction of the spillway at the
North location. The total of the construction items was
increased by thirty percent for inflation to cover increases
which may occur from the time the application is made until
construction is completed. In addition, thirty percent was
added for legal, engineering, and contingencies.

Amounts for right-of-way acquisition were included.
It is anticipated that North Poudre Irrigation Company will
complete negotiations for additional right-of-way in the near
future as the site is presently listed for real estate sale.

b. Fund requirement schedule. A fund requirement schedule
has been prepared for this project and is included herein.
As noted, North Poudre IrrigatioD Company has expended and
plans to expend out-of-pocket moDey during 1981 and 1982 for
credit on this project.

It is anticipated that construction will begin in
mid-1982 requireing expenditures in 1982 and 1983 against the
fund amount. Completion of construction is anticipated in the
summer of 1983.

c. 0 eration, maintenance re lacement costs. An operation
and maintenance expense u w~s prepare or North Poudre
Irrigation Company and derived by listing the last five years
of expenses. Due to the fact th~t North Poudre Irrigation
Company is an operating entity aDd Fossil Creek Reservoir is
an existing structure within this entity, the expense of oper-
ating this facility either 65% full or 100% full are approxi-
mately the same excluding the repayment schedule. These
expenditures are used in the amortization schedule based on
present dollar's value.

d. Emergency operating fund. The amortization schedule
includes the requirement of providing 10% of a payment per year
for the first ten years to an emergency operating fund set up
at the discretion of North Poudre Irrigation Company.
