Costs of construction. Itemized constrction costs are <br />included in the engineering report which was previously <br />submitted under separate cover. In the application prepared <br />by North Poudre Irrigation Company to the Colorado Water <br />Conservation Board dated August 12, 1981, an estimated project <br />cost was included as Attachment "A". A copy of the application <br />and cost estimate in included in Appendix "C" to this report. <br /> <br />Construction items included embankment, replacing <br />the outlet works, and construction of the spillway at the <br />North location. The total of the construction items was <br />increased by thirty percent for inflation to cover increases <br />which may occur from the time the application is made until <br />construction is completed. In addition, thirty percent was <br />added for legal, engineering, and contingencies. <br /> <br />Amounts for right-of-way acquisition were included. <br />It is anticipated that North Poudre Irrigation Company will <br />complete negotiations for additional right-of-way in the near <br />future as the site is presently listed for real estate sale. <br /> <br />b. Fund requirement schedule. A fund requirement schedule <br />has been prepared for this project and is included herein. <br />As noted, North Poudre IrrigatioD Company has expended and <br />plans to expend out-of-pocket moDey during 1981 and 1982 for <br />credit on this project. <br /> <br />It is anticipated that construction will begin in <br />mid-1982 requireing expenditures in 1982 and 1983 against the <br />fund amount. Completion of construction is anticipated in the <br />summer of 1983. <br /> <br />c. 0 eration, maintenance re lacement costs. An operation <br />and maintenance expense u w~s prepare or North Poudre <br />Irrigation Company and derived by listing the last five years <br />of expenses. Due to the fact th~t North Poudre Irrigation <br />Company is an operating entity aDd Fossil Creek Reservoir is <br />an existing structure within this entity, the expense of oper- <br />ating this facility either 65% full or 100% full are approxi- <br />mately the same excluding the repayment schedule. These <br />expenditures are used in the amortization schedule based on <br />present dollar's value. <br /> <br />d. Emergency operating fund. The amortization schedule <br />includes the requirement of providing 10% of a payment per year <br />for the first ten years to an emergency operating fund set up <br />at the discretion of North Poudre Irrigation Company. <br /> <br />~18- <br />
