Physical Plan. At the present time, the existing facility <br />"Fossil Creek Dam" consists of a dam approximately 45 feet high <br />and a mile in length with an emergency spillway and conventional <br />outlet works. <br /> <br />Major repairs have not been made since 1905. The <br />structure was originally constructed in 1902. <br /> <br />For the last few years, the deterioration of these <br />structures has been a concern to both the owner and the <br />Colorado State Engineer. Also, safety standards and design <br />criteria have changed resulting in the existing structure and <br />spillway not being acceptable to meet current safety standards. <br /> <br />In order to maintain maximum utilization of the dam <br />and reservoir, rehabilitation is necessary. The State <br />Engineer's restriction presently restricts use to approximately <br />sixty-five percent of normal capacity. <br /> <br />Therefore, in order to restore the facility to one hundred <br />percent efficiency, it is necessary to reconstruct the dam's <br />front face and rip rap, rebuild the embankment, enlarge and <br />define the spillway, and reconstruct the outlet works. <br /> <br />(1) Irrigation: The primary function of the reservoir <br />is irrigation water storage. This is accomplished <br />by annual filling, refilling, and releasing water <br />for irrigation and utilization by exchange on the <br />Cache La Poudre River under the direction of the <br />State Engineer's Office. <br /> <br />Releases of water from this reservoir provide about <br />ten percent of the water supply of the North Poudre <br />Irrigation Compa~y's total water supply. <br /> <br />(2) Municipal and Industrial water supply: The use of <br />the reservoir has recently been contracted for by <br />the Platte River Power Authority (PRPA). This use <br />is subject to all North Poudre uses. A history and <br />pattern has not been established, but for this <br />analysis, 1,000 acre-feet of off season storage per <br />year will be used. <br /> <br />-14- <br /> <br />. <br />
