SUMMARY AND RECOMMENDATIONS <br /> <br />PROJECT SUMMARY <br /> <br />The Trinidad Water Supply Improvement Project proposes an <br />expansion in the City's water treatment plant, for improve- <br />ment of the raw water transmission line by upgrading of <br />valve controls and renovation of intake structures, and <br />installation of a new raw water transmission line from the <br />North Lake Intake Aqueduct to Lake Monument. Construction <br />of the raw water transmission line would be delayed from 5 <br />to 7 years, and would be included in a Phase II development, <br />if needed. <br /> <br />The objectives of the proposed project are to upgrade and <br />expand the municipal water supply system, provide for <br />current and future water supply requirements, enhance the <br />utilization of existing water rights, and provide for a <br />greater degree of safety in meeting peak demands during <br />prolonged drought periods. <br /> <br />The project facilities are located in what is known as the <br />City of Trinidad's Mountain Water Supply System area, <br />approximately 30 miles west of Trinidad. Trinidad and the <br />project area are in Las Animas County. The water supply <br />is provided by tributaries of the Purgatoire River, <br />including its North Fork. <br /> <br />The water supply system consists of direct diversion <br />facilities from the North Fork and other tributaries into <br />North Lake and Monument Lake, raw water transmission lines <br />from each lake downstream approximately 2 miles to a water <br />treatment plant, and a treated water transmission line <br />approximately 30 miles long to overhead and ground-level <br />covered storage tanks in town. A typical distribution <br />system then carries treated water to the residents of the <br />town and to outlying areas. Several individuals and small <br />water-user associations tap directly into the 30-mile <br />transmission line into town. <br /> <br />Currently the system serves about 80 percent of the Las <br />Animas County population. About 70 percent of the County's <br />residents live in Trinidad. Population being served both <br />in and out of town is approximately 12,800. There currently <br />are requests for another 700 taps into the system, including <br />those living in the City of Starkville. With expansion of <br />the distribution system and increased growth, the population <br />served in 2010 is projected to be 17,500. <br /> <br />The system's water supply availability is dependent upon <br />both the runoff within the tributary streams and water <br />right constraints.
