Please see the attached project summary and map,

Backeround

In January 1998, the Board gave conditional approval for a $500,000 Construction Fund
loan (subsequently authorized in HB98-1189) which represented 75 percent of the
estimated costs for three rehabilitation projects involving NPIC Reservoirs No, 5 and 6
and North Poudre's Buckeye Lateral. The Buckeye Lateral project has since been
cancelled. The Company would still like to pursue the two remaining projects as well as
two other rehabilitation projects for NPIC Reservoir No.4 and the Company's Indian
Creek Reservoir.

One of the conditions ofloan approval in 1998 was the completion of a feasibility study.
The Company has submitted a feasibility study by Smith Geotechnical of Fort Collins.
The Study defines all four projects and provides economic, financial and technical
analyses of each. Staff is still in the process of reviewing the revised version of the study,
which was submitted on January 19, 1999.

Bill Owens
Governor

Greg a Walcher
Executive Director, DNR I

Peter H.
