<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />/1 <br />I <br /> <br />dry years, only the Deep Ditch Right of 8.29 cubic feet per second produces a <br />dependable supply. <br /> <br />During extremely dry years, such as 1933 and 1977, flow in the Yampa was <br />sufficient to supply only about 50 percent of that right. This indicated a <br />need for storage in the Ci ty' s raw water supply system to make up the defi ci t <br />during these dry years. <br /> <br />A full-scale water utilization analysis was beyond the scope of this study; <br />however, in order to determine how much storage would be required to meet the <br />City's needs, two simplified analyses were performed. The first, to determine <br />the effect of drought on the system, concluded that the water demand d~ring a <br />dry year would be 3300 acre-feet, 1000 acre-feet of which would be met by the <br />Deep Ditch Right. Therefore, 2300 acre-feet of storage would be requi red to <br />offset the deficit. In the second analysis, the operation of E1khead Lake <br />Reservoir was simulated for the time period 1953 to 1985. It showed that to <br />provide a firm annual yield of 2300 acre-feet, the storage capacity in E1khead <br />Lake Reservoir would have to be increased by 2400 acre-feet. <br /> <br />The City has a conditional water right of 4,800 acre-feet at Mitchell <br />Reservoir No.1. This decree is junior to the CDOW and Colorado-Ute water <br />presently stored in the reservoir. However, CRWCD has made a portion of their <br />senior, California Park right totaling 36,536 acre-feet, available to the City <br />at a nominal cost of $1. Either of these rights could be transferred to <br />Elkhead Lake Reservoir for the p~rpose of providing 2,400 acre-feet of <br />increased storage. <br /> <br />The sediment yield for the drainage basin was estimated for a 100-year period <br />and totaled 5,100 acre-feet. Since this volume can be stored in the inactive <br />recreation pool, it does not affect yield from increased storage. <br /> <br />Water released from E1khead Lake Reservoir would be thoroughly mixed with <br />water from the Yampa River before it is diverted to the City's distribution <br />system. An analysis of the water quality in the Yampa shows it to be good for <br />domestic, municipal, industrial, and agricultural purposes. <br /> <br />E-3 <br /> <br />'- <br />
