The Ci ty owns a condi ti ona 1 storage ri ght but does not ha ve any <br />absolute storage rights in operation. During periods of <br />moderate to high Yampa River flow, all of the rights could be in priority. <br />The diversion of the entire 24.54 cfs could meet the peak daily demands of <br />approximately 44,000 people. However, during the low flow months of dry <br />years, the full use of all of the direct flow water rights are not always <br />available. <br /> <br />The Craig Irrigation Ditch right is restricted to winter diversions only. The <br />Fortification Creek Ditch right is valid only when there is sufficient flow in <br />Fortification Creek. Thi s stream is frequently dry in 1 ate summer months. <br /> <br />- 22 - <br />
