P.E. <br />Director, CWCB <br /> <br />TO: <br /> <br />Members, CWCB <br /> <br />FROM: John Van Sciver <br /> <br />DATE: February 24, 1994 <br /> <br />SUBJECf: Agenda Item 20a., March 8-9, 1994, Board Meeting-- <br />Approval of Construction Fund Loan to "Kings Row Homeowners Association" <br />to Update/Improve Raw Water Irrigation System. <br /> <br />BACKGROUND <br /> <br />In August of 1993, the Kings Row Homeowners Association, located in Eagle and <br />Garfield Counties near El Jebel, submitted an application for a $50,000 loan to construct <br />a raw water irrigation system for their subdivision. Due to no fault of the applicant, their <br />loan was not included with those presented to the Board for approval at the November <br />meeting. (Staff did not present the loan because it was confused with another application <br />that was withdrawn at the last minute). <br />Mr. Jim Rathell, the Association Representative, contacted the CWCB office <br />February 4, 1994, and after finding out that the loan had not been presented for approval, <br />asked if there was still a way to obtain loan funds in the summer of 1994. The suggestion <br />was that they work through their State Representative to amend the Construction Fund Bill <br />(SB 94-029). (See Attachment letter of February 23, 1994 to The Honorable Russell <br />George.) <br />The Association has already evaluated the feasibility of the new raw water delivery <br />system that would use existing ditch rights, and eliminate the need to use potable water for <br />outside irrigation. The Association hired Resource Engineering of Glenwood Springs to <br />develop plans for construction, and at the same time, established that existing water rights <br />would satisfy the project needs. The project was then bid to provide an estimated of cost of <br />$70,000. <br />The Association has recently been in contact with the contractor who bid the job, and <br />have revisited the initial cost. At the present time the estimate of total project cost is <br />$100,000. Based on this new information, the Association has revised their loan application <br />and is now requesting a maximum of $75,000 (4.5% for 20 years) , not to exceed 75% of <br />the total actual project costs. <br />
