Dear Mr. Van Sciver:

The Company is looking for a loan to cover construction and engineering for the
installation of a spillway and toe drain at Lake Henry Reservoir. On the enclosed
application we have asked for a twenty-year loan, upon later consideration we may
request that be changed to thirty years_

I have also enclosed the following:
1. Letter from the First National Bank of Ordway to cover up to the remaining 25%
money needed for the projects, and short-term construction loans until
reimbursed by the CWCB loan money_
2. Copy of letter from Michael J_ Miller, P.E., with URS, in regard to the Toe Drain
at the West Embankment.
3. West Embankment Toe Drain estimated construction cost.
4. Copy of the toe drains construction drawings_
5_ 1999,2000, and 2001 year-to-clate Revenue Summaries
6_ Financial report for 1999 (you have year 2000).
7. Articles of Incorporation
8. By-laws
9. Copy of email from Michael L Graber, P.E., State Dam Safety, in regard to the
spillway _

To get to the requested $653,000, I used $313,000 for spillway construction, $47,000
for construction engineering, $47,000 for a spillway hydrologic study, and $3,000 for
land acquisition, which should total $410,000 for the spillway project. I added $32,000
for construction engineering costs to the $211,000 construction cost to get a total of
$243,000 for the toe drain project.
