I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

8. CONCLUSIONS AND RECOMMENDATIONS

8.1 Raw Water Supply

In the discussion of water supply in Section 3.1, it was established that the town has about
681 af of supply in an average year. Current demand is about 333 af/yr; the average year supply
factor is rougWy 2.0. The town has a policy of requiring C-BT shares as new water supply for
new development. It was determined that the town should consider the following water supply
issues:

1. To optimize current operations at the WTP intake and provide more reliability of
supply, the town should develop a storage program for its 300 af storage space in Button
Rock Reservoir. Determine the feasibility of exchanging C-BT shares into this space.

2. To determine future operating options and requirements for direct diversion rights, C-
BT water and storage space, the town should consider conducting an exchange and
operations study of its water supply. Allowance should be made for the possibility of a
second diversion point at the proposed peaking plant east of town, which is discussed in
the following section.

8.2 Expansion of Treatment Capacity

Table 3 established the maximum day demand on the system has been at least 1.2 MGD. Section
3.6 and Figure 4 discuss limitations in the existing WTP's capabilities to reliably produce treated
water meeting current standards at this rate. The physical processes and the administrative
resources allocated to the WTP need improvement. Furthermore, maximum day demand at the
buildout condition is estimated in Section 4.2 to be 2.5 MGD. Therefore, the town will most
likely be required to consider improvements to the existing WTP in the short term. Additional
capacity in the mid-term will be required because the existing WTP, with corrections to several
of its process units, is nearing its capacity to meet maximum day demands.

Short-Term Im.rrovements

Based upon the performance limiting factors in Section 3.6 (Table 6 and Figure 4), the
following actions are recommended for the existing WTP.

46
