<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />4.6 Recommended Treatment Improvements <br /> <br />From the analysis and conclusions in the preceding sections, the following improvements are <br />recommended: <br /> <br />" Commence a Composite Correction Program (CCP) at the water treatment plant to <br />include installation of additional water quality sampling and monitoring devices and <br />procedures. The CCP will develop the data needed to design, build and operate process <br />improvements. The improvements will include 1) modifications to the chemical <br />process and feed systems, 2) improvements to the flocculation and clarification <br />processes, 3) sizing, design and construction of detention capability for cWorine <br />disinfection, and 4) addition of standby/emergency power system, and 5) minor <br />improvements in other areas of the treatment process and control systems, to be <br />determined during the CCP. <br /> <br />" Increase WTP resources: develop a plan to organize utility department personnel so as <br />to increase hours available to planning, operations and maintenance for the WTP. An <br />additional full-time operator may be required. This plan would include allowances for <br />preventive maintenance and emergency repairs. <br /> <br />Costs of the major facility improvement packages were developed in March 1995 and <br />subsequently at the Town's request. The costs are called order-ai-magnitude estimates and are <br />conceptual because they are generated from cost data on similar projects, without benefit of fixed <br />scope or preliminary design. Conceptual cost estimates generally have an expected accuracy of <br />50% higher than to 30% lower than actual in-place cost.. The conceptual costs are shown in <br />Table 8. <br /> <br />Table 8.
