<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Backwash water and clarifier sludge are drained to a reclamation pond on the plant site. <br />Operators report that: <br /> <br />Sludge was removed from this site in 1988 by Town staff. <br /> <br />A small amount of supernatant water is pumped to the clarifier for reuse. <br /> <br />The clarifier is purged of sludge using a drain valve once per shift on high- <br />production days. <br /> <br />In light of the above information, sludge production and handling was not addressed in this <br />preliminary evaluation. It should be pointed out, however, that due to the increased emphasis <br />on Giardia cyst removal in modern water treatment facilities, the reuse of backwash water <br />which may contain concentrated amounts of cysts should be carefully considered. (Note: The <br />Town has a discharge permit in effect for the WTP) <br /> <br />Plant Operations and Staffinll <br /> <br />Condition of equipment, piping, controls, and instrumentation was observed during the <br />field visit. Knowledge of the operator with regard to experience, understanding of the plant's <br />capabilities, and level of effort was also observed on the plant tour and in subsequent <br />discussions . <br /> <br />In summary, the following was noted: <br /> <br />1. Instrumentation, such as storage tank level indicator and certain flow meters, were <br />inoperative. Chemical feed equipment, chemical dosage instrumentation, and chemical <br />storage space needed improvement. Some water sampling points need to be added <br />and/or relocated. In general, chemical addition process control could be improved. <br /> <br />2. The operator reported that they try to keep key system components and problem <br />equipment in stock and that they note in a separate log form when preventative <br />maintenance is done. Corrosion of piping and valves in the pipe room near the <br />clearwell was noted. Corrosion control of existing piping and valves could be done by <br />using a repainting program. In general, maintenance needs improvement to preserve <br />facilities already in place. There seems to be no plan to operate the WTP during <br />equipment failure, or during interruptions in electric power. <br /> <br />3. Personnel are well aware of most deficiencies. All personnel interviewed are cross- <br />trained and have responsibilities for operation and maintenance of the water distribution <br />system, the sewer collection system, and the wastewater treatment plant, as well as the <br />water treatment plant. Lack of manpower and funding are primary concerns. <br /> <br />23 <br />
