<br />Feasibility Study <br />Mariano (Boedecker) Reservoir Dam Rehabilitation <br />September 200 I <br /> <br />Feasibility Study <br />ofthe <br />Mariano (Boedecker) Reservoir Dam Rehabilitation <br /> <br />Introduction (Need for the Project) <br /> <br />The Consolidated Home Supply Ditch and Reservoir Company, located in Larimer County, Colorado, <br />operates Mariano Dam (aka, Boedecker Reservoir), The dam was constructed in 1889. Water is stored in <br />the reservoir during the winter months through diversions off of the Big Thompson River, Wat6" is <br />released back to the Big Thompson River during the irrigation season in exchange for diversions into the <br />Company's system of irrigation ditches for delivery to the Company's shareholders, During the spring <br />and summer of this year (200 I), the dam exhibited substantial seepage at the downstream toe at several <br />locations along the embankment. A large slope instability in the form of a longitudinal crack with <br />displacement was observed on June 27, 2001. The slide occurred in the downstream side of the dam <br />approximately 75 feet north of the outlet tunnel. This movement extended from the downstream side of <br />the dam to approximately 20 feet past the toe of the embankment. Rehabilitation work is needed to <br />control the seepage and strengthen the dam so that the ability to safely store water is regained in time for <br />diversions during the 2001-2002 winter filling cycle, The location of Mariano Dam is shown on the <br />Vicinity Map (Figure I). <br /> <br />Project Sponsor <br /> <br />The Consolidated Home Supply Ditch and Reservoir Company is a Mutual Ditch Company and a Non- <br />Profit Corporation in the State of Colorado, There are 275 shareholders and 2,001 shares of stock, The <br />Company has the power to set annual assessments to be paid by the shareholders, and the power to cutoff <br />water deliveries to shareholders that fail to pay their assessment, The Company's Articles of <br />Incorporation and By-Laws are included in Appendix A. <br /> <br />Project Service Area and Facilities <br /> <br />The Company has a large service area with approximately 16,500 acres irrigated, A map of the service <br />area is included in Appendix F. Water is diverted off the Big Thompson River, The main headgate is <br />located at Chastern's Grove west of Loveland, Colorado, This gate supplies water to the Home Supply <br />Ditch (River Ditch), A smaller ditch, the George Rist Ditch, also diverts from the Big Thompson River <br />approximately two miles downstream of the main diversion headgate, The Company operates three large <br />reservoirs: Lon Hagler, Lonetree, and Mariano (Boedecker). Irrigated lands are located in the area west <br />of Loveland, south of Loveland and north of Berthoud, and extends to the area west of Johnstown, <br />Colorado. The municipal raw water needs of Johnstown, Colorado, are provided solely by the Company <br />through a pump station at Lonetree Reservoir, <br /> <br />Water Rif[hts <br /> <br />The Company owns water storage rights in Mariano Reservoir, Table I summarizes these rights, The <br />adjudicate storage is 5,570,70 acre-feet. <br /> <br />- I - <br />
