Feasibility Study
Mariano (Boedecker) Reservoir Dam Rehabilitation
September 200 I

Table2
Mariano Dam Rehabilitation
Engineer's Opinion of Cost
Item No. Description Unit Quantity Unit Cost Extension
15 Relocation of Two Existing Electric LS 1 $150,000 $150,000
Transmission Line Towers
Subtotal $759.300
Contingency (20%) $151,860
Construction Total $911,160
Engineering and Administration (15%) $136,674
Total Estimated Cost (rounded to nearest $1,000) $1,048,000

Implementation Schedule

RMC is expected to complete the design with technical back-up for submittal to the State Engineer and
CWCB staff by mid-October 2001. Once approval to proceed is obtained from these agencies,
construction will begin as soon as possible with the goal of completion in time to refill the reservoir prior
to the summer irrigation season,

Social, Economic, and Physical Impacts

The project will provide for full reservoir storage, This will result in positive social impacts, as it will
allow the State of Colorado Parks Department to continue to operate the lake access and park activities
along the northeast shoreline in the same manner as it has historically,

The project will have a positive economic impact of providing irrigation water to shareholder's crops,

The project will have no significant physical impact once construction is complete,

Permitting

The Company must obtain authorization from the Colorado State Engineer's Office for the proposed
modifications, The local office of the U,S, Corps of Engineers will be consulted to determine if a permit
is required due to the apparent wetland vegetation at the toe of the dam which will be disturbed by the
construction, Other permits regulating the particulars of construction activities (i,e" construction
dewatering, roadway access, etc,) will be the responsibility of the selected contractor to obtain.

Institutional Considerations

The Ditch Company may need to obtain an approving vote of the shareholders to contract for the loan and
to increase the annual assessment to service the loan, The Ditch Company will need to coordinate with
the City of Loveland and the Platte River Power Authority to relocate the existing electric power lines,
The only contracts, agreements, or Court actions necessary for the construction of the project are a loan
contract with the CWCB and a construction contract with the contractor,

- 4-
