<br />'-, <br /> <br />4 <br /> <br />supplies for Summit and Grand counties and signaling <br /> <br /> <br />cooperation between the Denver Water Board and Summit County <br /> <br /> <br />government and ski areas. <br /> <br /> <br />Water is an essential ingredient to the success of the <br /> <br /> <br />ski industry and an important component of the Colorado <br /> <br /> <br />economy. Some towns have experienced growth factors as high <br /> <br /> <br />as twenty percent per year (Beaudry, 1991) but they face <br /> <br /> <br />major problems during times of low precipitation. With the <br /> <br /> <br />use of snowmaking during the "low snow" 1989-90 season, skier <br /> <br /> <br />visits fell only 2.8 percent ("Reading Climate's," 1992). <br /> <br /> <br />Without snowmaking, skier visits during the 1980-81 season <br /> <br /> <br />fell thirty percent. Water availability has been limited by <br /> <br />trans-mountain diversions in, ~he Blue and Fraser River basins <br /> <br /> <br />and supplies, where available, are subject to interruption. <br /> <br /> <br />Water sold for as high as $20,000 per consumptive acre-foot <br /> <br /> <br />(G. Porzak, personal communication, April 1993). The <br /> <br /> <br />resolution of the water issue was essential to the <br /> <br />maintenance of their economy. <br /> <br />j. <br />-.. <br /> <br />RESEARCH AND ANALYSIS: <br /> <br />The research has been divided into several areas: <br /> <br /> <br />1. Legal framework for water transfers in Colorado. <br /> <br /> <br />2. Selected history of the Denver Water Board and <br /> <br />some transmountain diversions. <br /> <br />3. The cooperation between the Denver Water Board and <br /> <br /> <br />headwater counties is a new phenomena and will be <br /> <br /> <br />examined in the context of the Clinton Agreement. <br />
