<br /> <br />. <br /> <br />CHAFTER III <br /> <br />DESIGNS AND ESTIMATES <br /> <br /> <br />Crystal Creek channel protection <br /> <br />Work on the 2-mile stream segment between the juncture of Dyer Fork <br />and Crystal. Creek and the Crystal. Creek Diversion Dam would include <br />replacement of the county bridge, dikes and bank protection, and removal <br />of the existing Fruitland Ditch Diversion Dam. Flood easements would be <br />obtained for lands adjacent to the stream channel. <br /> <br />The cost estimate for the Black Mesa Conduit includes an allowance <br />fot' protection and improvement of 0.7 mile of the Cryetal Creek channel <br />between the tunnel outlet and the confluence of Dyer Fot'k and Crystal. <br />Creek. This would cover work necessary to insure the continued opera- <br />tion of the Crystal Val.ley ditch. <br /> <br />Recreational facilities <br /> <br />. <br /> <br />Subject to later detailed planning, the National Park Service and <br />the Forest Service have recommended that recreational areas be deve~oped <br />along the west side of the Soap Park Reservoir basin. Facilities would <br />include a boerlaunching ramp, dOCk, cattleguard, fencing, parking areas, <br />picnic-camping-trailer units, pit type toilets, informational. signs, <br />markers, and barriers. The recreational. facilities als" would include <br />4.5 mi.les of new road along tl1e west side of the reservoir to meet the <br />needs for fire protection and recreation use imposed by the project. <br /> <br />The costs of providing basic recreational. facilities have been <br />estimated at $138,000 and $100,000 by the Forest Service and National <br />Park Service, respectively. :tt is anticipated that the Forest Service <br />would plan, construct, and administer the facilities. The Park Service <br />cost estimate is used in the report analyses, however, since the Park <br />Service furnished an estimate of benefits which is used in the project <br />financial analysis. The Forest Service estilllEte provides for en expend- <br />iture of Forest Service funds for which no estimate of benefits has been <br />furnished. <br /> <br />Construction housing <br /> <br />. <br /> <br />Because the project is spread over a large area and because of the <br />mountainous topography, three separate construction camps are expected <br />to be required. One camp near the Soap Park Dam would serve features <br />east of the Black Mesa, including the Soap Park Dam, Black Mesa Canal, <br />and the upper end of' the Black Mesa tunnel. This camp would consist of <br />about 30 trailers and relocatsble type housing units and ons permanent <br />structure that would be used for an office and laboratory bUilding dur- <br />ing construction and converted to a caretaker's residence after construc- <br />tion. Another camp, ~ocated at or n.ear the town of Crawford, would serve <br />features west of' the Black Mesa, including the canals and laterals, <br />Crystal Creek Diversion Dam, end the lower end of the Black Mesa tunnel. <br />This camp would consist of s,bout 20 trailers end relocate.ble type housing <br /> <br />24 <br />
