.

.

.

CHAPTER III

DESIGNS AND ESTIMATES

Holes drilled longitudinally along the cutoff trench would be subjected
to pressure grouting to provide an impervious cap under the upstream por-
tion of the dam to seal all paths of seepage through the foundation.

Both pervious and impervious materials in sufficient quantity
for the dam embankment are available about 1.5 miles above the dam site
within the reservoir basin. Gravels suitable for processing as concrete
aggregates are available about 1.5 miles upstream and about 0.5 mile
downstream from the dam axis. Riprap could be obtained from breccia
near the dam site.

Reservoir construction would rp.quire the relocation of 2 miles
of Forest Service trail and 0.25 mile of fence and cattleguard. About
6.5 miles of Forest Service road would be improved to provide access to
the dam during construction.

Outlet Works

The outlet works toT Soap Park Dam would be a concrete-lined
tunnel about 1,700 feet long through the right dam abutment. The
upstream 800 feet of the tunnel would be a circular section 6 feet in
diameter and the remainder would be a horseshoe-shaped section 8.5 feet
in diameter. An intake structure would be connected to the tunnel by a
short vertical shaf'f; and elbow at a point 187 feet from the upstream end
of the tunnel. At the downstream end of the circular tunnel section an
emergency gate would be installed. At the gate reservoir releases to
Black Mesa Cbnduit would be directed into a steel pipe with an inside
diameter of 52 inches. This pipe would be housed within the first 740
feet of the horseshoe tunnel and then would deflect to the right for
about another 300 feet, terminating at a control house where the releases
would be regulated by two high pressure gates. Releases to Soap Creek
would be made through a steel pipe with an inside diameter of 10 inches.
This pipe would extend through the horseshoe tunnel from the emergency
gate to the tunnel outlet. The outlet works would be designed to
release 275 second-feet to the Black Mesa Conduit at a reservoir water
surface elevation of 8,308.8 feet.

Prior to installation of the intake structure, steel pipe, and
control works, the outlet tunnel would be used to bypass flows of Soap
Creek arowd the dam site during placement of the dam embankment. The
diversion would be made through a channel excavated from the stream to
the upper end of the tunnel. When it is desirable to start storage, the
upper end of the tunnel would be sealed off from the reservoir basin by
means of a concrete plug" and the remainder of the outlet works would be
installed.

18
