.

CHAPl'ER III

DESIGNS AND ESTIMATES

Construction Program

Construction of the principal features of the Fruitland Mesa
project would require a period of about 4 years. An additional period
would be required for construction of drains after project water is
delivered and the need and location of the drains can be determined.
During the first year of the construction period most of the work would
be accomplished on the construction camps and preconstruction activitie~
including further sampling and testing of structure foundations and
construction materials, field surveys, preparation of designs and speci-
fications, and acquisition of rights-of way.

.

Soap Park Dam and Black Mesa Conduit would be the first fea-
tures undertaken since they would require the longest construction
period s. Work on the diversion dams, canals, and laterals would be com-
pleted about the time reservoir and tunnel were ready for operation. A
control schedule of the proposed construction program is shown on the
following page.

Accessibility

The project features are accessible over existing highways, and
roads, but approximately 7 ll!iles of the 13-ll!ile access road from U. S.
Highway 50 at Sapinero to Soap Park Dam site would require improvement.
Montrose and Hotchkiss are the railheads nearest to the project area.
Both towns are served by the branch line of the Denver and Rio Grande
Western Railroad extending from the main line at Grand Junction to Delta,
Colo. Hotchkiss lies 11 miles north of Crawford Over Colorado State
Highway 92,and Montrose lies 41 miles west of Sapinero over U. S. High-
way 50.

Rights-of-Way

.

Approximately 680 acres of land would be required for Soap
Park Dam and Reservoir and for relocation of existing trails and fences
in the reservoir basin. Approximately 455 acres of this land are in the
Gunnison National Forest and about 225 acres are privately owned and
would be purchased along with existing improvements. Land required for
the Black Mesa Conduit, including the Curecanti Creek Diversion Dam, lies
entirely within the Gunnison National Forest. The Crystal Creek diver-
sion site is on private land and would require the purchase of about

14
