E.2 Water Rights
The water right information is presented in Appendix D of this report. The Company is
authorized to fill the reservoir, once during spring runoff, to a height of25 feet from the bottom of
the outlet tube, in a quantity estimated at 730 AF, per Reservoir Priority No. 38 dated April 12, 1904.
Based on historical operations, during times of excess runoff water, as detennined by the Water
Commissioner, the Company may store an additional 246 AF for a total storage of 976 AF to
reservoir elevation of 5014.4. A reservoir yield analysis was not performed for this study. Based
on the Company the reservoir will yield approximately 830 AF.

F. Water Quality
There will be no water quality impacts as a result of this project, nor will there be any new
water supplies developed as a part of this project for which water quality would need to be
addressed. Construction dewatering, process waters and diversions will be perfonned in accordance
with required permit conditions.

G. Field Investigations
Rocky Mountain Consultants (RMC) performed a field investigation in July 1984. The field
work for the study included: 1) surveying of the dam area to produce a topographic map, 2)
engineering and geologic reconnaissance of the dam and foundation, 3) drilling and logging of seven
test holes, and 4) installation of open well piezometers within the test holes.

Analysis for the study included: 1) laboratory testing of selected samples including gradation,
Atterberg limits, natural densities, moisture contents, unconfmed compressions and direct shear, 2)
slope stability analysis, and 3) formulating repair recommendations for the structure. The report is
presented in Appendix B.

RMC concluded that the dam is a "homogeneous" embankment constructed primarily of
clay. The embankment clays are medium stiff to stiff. Foundation materials consist of sandstone
overlain by 16 to 26 feet of soils. Soils include alluvial sands, slopewash clays and windblown
sands. Stability against sliding of the embankment appears to be adequate with all factors of safety
above 1.5. Piping and dispersive potential appears to be low except for the windblown silty sands

C\WORK\PROJECTSIRY AN\FEASREPORT\RY ANRPT DOC

8

JanUllrY12,lm
