<br />." .~." <br /> <br />-,.',-.<." <br /> <br />Executive Summary <br /> <br />This study examines the feasibility of various structural and non-structural measures to <br />rehabilitate the area comprising Ryan Gulch Dam and Reservoir for the Ryan Gulch Reservoir <br />Company (Company). The study has been prepared in conformance with requirements for funding <br />of the Colorado Water Conservation Board (CWCB) and the dam safety regulations of the Colorado <br />State Engineer's Office (SEO). This study examines the feasibility of non-structural and structural <br />alternatives; and demonstrates the technical, financial, environmental, and institutional feasibility <br />of rehabilitating the existing dam. The structural alternatives include rehabilitating the aging outlet <br />works and embankment, and enlarging the existing spillway to meet SEO guidelines. <br /> <br />The recommended alternatives include the construction of a 95-foot-wide spillway armored <br />with riprap (located on the left abutment), lining the upstream face of the dam with a clay liner, <br />sleeving the existing 24-inch outlet pipe with an 18-inch steel pipe, and constructing a new upstream <br />controlled inlet works. <br /> <br />The Ryan Gulch Reservoir Company is requesting funding for the rehabilitation of the <br />spillway alternative. The Company will be requesting additional funds in the next few years to <br />rehabilitate the embankment and outlet works. <br /> <br />Total capital expenses for the recommended spillway alternative, including construction and <br />construction engineering with 20 percent contingency, design engineering, and the cost of this study, <br />is $430,000. The Company will apply for 75 percent of the construction cost through a Construction <br />Fund loan from the CWCB and could finance the remaining 25 percent of the construction cost <br />through their water assessments and shareholders participation.
