P.E Direclor, eWeB TO: Colorado Water Conservation Board Members BiIl Green, P.E. ~&' Project Planning and Construction FROM: DATE: March 13, 1997 SUBJECT: Agenda Item IS.a., March 20-21, 1997 Board Meetiug- Water Project Construction Loan Program- Informational Items - City of Fort Morgan Water Supply Project The City of Fort Morgan is proposing to replace most ofthe its existing ground water supply with high quality surface water from the Colorado-Big Thompson Project, At the March 1995 Board meeting, the Board gave final approval to a $5.5 million Construction Fund loan to finance the City's participation in the Fort Lupton segment of the Southern Water Supply Project (SWSP) pipeline. The Fort Lupton pipeline was completed in January, The total cost of the Fort Morgan water system replacement project is now estimated at about $40 million. In addition to the $5.5 million Construction Fund loan, Fort Morgan has obtained $2.5 million in financing from the Colorado Water Resources & Power Development Authority. The City is in need of approximately $30 million in financing to complete the project and was proposing to obtain that amount in the form of$18 million in loans and $12 million in grants from Rural Development (formerly FmHA) of USDA. In November of last year representatives from the City and from the Colorado Office of Rural Development (RD) met with the staff of the RD national office in Washington. D.C. to discuss the requested $30 million in funding. The outcome of those discussions is that RD is not able to accommodate Fort Morgan's request for $30 million this fiscal year.
