Background <br />* Lady got aspen leaf in bathtub. <br />· Health Dept. pushed for improved system. <br />tJ Phillip Massari, State Legislator from Starkville was instrumental in loan. <br />· Mr. Massari pressured CWCB for loan, contrary to wishes of community. <br />~ Town Board all resigned after pipeline was completed. <br />tJ Jim Fernandez, Trinidad Water Superintendent, was opposed to loan on basis that <br />the town could not afford the payments. <br />· Don Sutherland, engineer, did not provide for maintenance costs in the feasibility <br />study. <br /> <br />II. <br /> <br />o <br /> <br />* <br /> <br />~ <br /> <br />. <br />-......... . <br /> <br />G <br /> <br />Operations <br />· Advantage of Incorporation is that there are no building codes in Starkville, and <br />there is in Las Animas County. <br />3,400 gal/mon minimum fee = $15.00. Per 1,000 gallons over 3,400 gal= $ 1.50 <br />Tap fee = $2,000. 3 taps available. <br />Currently 80 taps - 72 active - 8 of those don't pay. <br />Meters read every month. Pay a reader $1.00 per meter. <br />$15,00 fee broken down: $7.64 to CWCB $7.36 to Trinidad <br />Highway User Taxes are put in the General Fund to pay the CWCB Loan. <br />Water Tank on hill is inoperable, broken valves. <br />Meter access is difficult and sometimes impossible, i.e, pit bulls in yard. <br />Starkville has NO tax base, literally no revenue other than water fees. <br />Articles of Incorporation call for 7 Board of Trustees, they can only field a group <br />of 4 Trustees, including Tom Martinez the Mayor. Linda Martinez, Town Clerk, <br />is not a voting member of Trustees. <br />Water fees are collected monthly by mail or hand delivery, check or cash. <br />Town owns Spring Creek Water Rights. I c.f.s. absolute right. Adjudicated <br />8/20/81. <br />Number of residents in town = 90 <br />Tom and Linda Martinez 719/846-2072 home <br />719/846-3537 Linda's mother's home <br />Vic Trujillo - Grants writer from New Mexico <br />Don Sutherland - Engineer for original project <br />Jim Fernandez - City of Trinidad Water Superintendent.
