AMENDMENT TO SECURITY AGREEMENT <br />DEBTOR: TOWN OF STARKVILLE <br />SECURED PARTY: COLORADO WATER CONSERVATION BOARD <br />DATE OF ORIGINAL SECURITY AGREEMENT: JUNE 1, 1981 <br />ORIGINAL PROMISSORY NOTE: $292,480, dated June 1, 1981, Interest at the rate of <br />2.0% per annum with annual payment for a period <br />of 40 years or until paid in full. <br />ORIGINAL LOAN CONTRACT: C153347, dated June 1, 1981 and Amendment 1 <br />dated April 1, 1982 <br />The Parties have amended the ORIGINAL LOAN CONTRACT and Promissory Note to institute a <br />facilities fee and pledge assessment revenues, that include the facilities fee, in an amount <br />sufficient to pay the annual amounts due under the amended Loan Contract and the <br />Company's right to receive said revenues for repayment of the loan. <br />1.
