Colorado 80215 <br /> <br />Dear Leroy: <br /> <br />Enclosed you will fmd the City of Fort Morgan's formal Application for Federal Assi$l3llce for the fmal <br />components of the City's participaIloo in the Southern Water Supply Project. Our request includes fmancing for <br />several components of me project including a 4O-mile raw water delivery pipeline. a water treatment plant, a 10- <br />mile treated water delivery pipeline, and water storage facilities. The total of our request is 529,954,000. <br /> <br />A. you are aware, the City of Morgan has already committed approximately $8 million towards the completion of <br />the fIrSt two phases of the Southern Water Supply Project. The City fum!y believes that the Southern Water Supply <br />Project i. the most feasible water supply alternative for replacinll the existing groundwater supply which does not <br />meet requirements of the Safe Drinking Water Act. The Southern Water Supply Project would supply the residents <br />of Fort Morgan with high quality Colotaclo-Bi!l Thompson Project (C.B1) water into the next century for several <br />future generations. In addition. the City has already purchased approximately 4,700 C.BT water units which would <br />supply all existing Water demands plus some future demands. <br /> <br />While our request is for 529,954,000, we have aIJo developed two other scenarios of funding for your <br />consideration. A summary of our initial request and the other two scenario. is presented below. A detailed <br />breakdown of the three scenarios i. included with this submittal. <br /> <br />Scenario #1: 5Z9,954,000 <br /> <br />This scenario is based upon all components of the project as contained in the preliminary engineering <br />reports (PER's) by Gronning Engineering Company and Black & Veatch. <br /> <br />Scenario #1: $18,107,000 <br /> <br />Scenario #2 is very similar 10 Scenario #1 with the exception that a minimum amount of treated water <br />storage is included io this scenario, If the components of this scenario were conslructed. the City would <br />need to rely upon its cwnnt system of wells for emcrgency storalle. Additional treated watc:r storage could <br />be conslructed at . later date. <br /> <br />Scenario #3: 526.808.000 <br /> <br />This scenario is very similar 10 Scenario #2, except that funding rrom RECD would not be used to <br />complete the City', water meter installations or Irrigation lines which would be installecl so that parks. open <br />'paces and the cemetery could continue to be iIrillaced with groundwater.
