<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Section 3 <br />Development of Alternatives <br /> <br />SECTION 3: DEVELOPMENT OF ALTERNATIVES <br /> <br />Sites Considered <br /> <br />The sites for location of the raw water reservoir, water treatment plant, treated water <br />storage and pumping plant (if needed) that were considered for study in this report <br />were chosen based on elevation and location. No sites were considered east of the City <br />because the elevation of these sites would be lower than the City and thus require <br />pumping. Four sites, therefore, were chosen to be studied in this report, referred to as <br />1) Fort Morgan, 2) Bijou, 3) Wiggins, and 4) North Fort Morgan. (Fig. 3.1). All of the <br />sites considered are not affected by the 100 year floodplain. The Bijou Creek site is <br />located close to Bijou Creek, but is located outside of the floodplain as shown in Figure <br />3.1. <br /> <br />Fort Morgan Sites <br /> <br />The Fort Morgan site was evaluated as a logical location for placement the facilities for <br />the City. By locating the facilities within the City there would be easy access to the <br />plant and the distance for transportation of the treated water would be minimized. The <br />risk due to a break in the raw water delivery pipeline would also be reduced. <br /> <br />Two different sites within the City of Fort Morgan were further considered for location <br />of the water treatment plant and raw water reservoir. <br /> <br />The first site was selected at the limits of future development in the NW 1/4 of the SW <br />1/4 of Section 7, T3N, R57W. The site is flat, with adequate room for either future plant <br />or reservoir expansion. The site is currently used as irrigated farmland.' The <br />groundwater table is expected to be high (less than 30 feet below the surface) during <br />the irrigation season. <br /> <br />The second site selected was the current wastewater treatment plant site in the City that <br />will be abandoned by 1996. This site currently has a 13 MG lagoon that could be <br />sectioned, covered and used for treated water storage. The disadvantages of this site <br />were: the lagoon would require extensive cleaning and a new liner; site clearing would <br />be required before constructing a water treatment plant; the site is located on the low <br />end of the City, so that all water would need to be pumped against the extra head; and <br />the storing of the drinking water supply in a former sewage lagoon is unlikely to be <br />accepted by the public.
