Demands <br />were derived assuming that all water service connections were metered. In 2020, <br />assuming a population of 12,200, average-day demand is expected to be 2.4 MG and <br />peak-day demand is expected to be 7.0 MG. Annual usage is projected at 2700 AF. <br /> <br />As a part of future water conservation planning, we recommend that the total demand <br />be separated into potable, non-potable, and industrial uses. This shortage could be up 373 acre-feet. Fort Morgan has <br />the option of entering into a fixed quota contract with Northern Colorado Conservancy <br />District for the delivery of its C-BT units. Under a fixed quota contract Fort Morgan <br />would obtain guaranteed delivery at the rate of 70% each year. This would provide <br />3257 AF each year if all 4653 unit were on a fixed quota contract. The advantage of a <br />fixed quota contract is the City would not be subject to periodic shortages in its water <br />supply. In order for Fort Morgan to enter into a fixed quota contract, the City would be <br />required to enter into a supplemental water allotment contract with the district for a <br />period of 10 years. There is an additional one time administrative charge of $3.25 per <br />unit, or $15,122.25, for a contract for 4,653 units. It is recommended that Fort Morgan <br />consider entering into a fixed quota contract with the District in order to provide a <br />uniform water supply to the City. <br /> <br />PERMITS <br /> <br />The permits that are required by National and State Agencies are shown in Appendix B. <br />Since there are no stream crossings or disturbances of wetlands involved with the <br />construction of the Raw Water Reservoir, it is anticipated that the section 404 permit, <br />and the Section 7 endangered species permit will not be necessary.
