As can be seen, the delivery quota has ranged from 50% to
100% annually and has averaged 73%. Under this delivery alternative, Fort Morgan
would obtain between 2,327 and 4,653 acre-feet and would have an average delivery of
3,418 acre-feet. The C-BT units currently owned by the City form the basis for
participation in the SWSP and would be the City's main drinking water supply if the
project is approved and completed.

Water Rates

The current rate schedule was adopted in 1987. Rates were increased in 1994 and in
1995. The rate schedule for residential customers is a flat rate formula based on the
number of rooms, toilets, baths, and hose taps. The current flat rate monthly charges for
residential customers are as shown in Table 2.4:

TABLE 2.4 1994 FLAT RATE SCHEDULE

Billing Criteria Charge
($/mo)
House (4 rooms or less) 6.18
Each additional room 0.77
1st toilet 2.33
Each additional toilet 1.56
1st bath or shower 3.10
Each additional bath/shower 1.56
Sprinkling (each hose) 6.18

City residents currently pay an average of approximately $24 per month for water
services. Presently there is a metering program underway in the City, and the City is _
intending to charge based on metered use in the future. /

Water Quality

Water quality of the existing ground-water supply is considered undesirable and the
concentrations of certain water quality variables exceed limits for drinking water. In
1993, the City tested its wells for several water chemistry parameters. The results of the
tests showing the average, maximum and minimum concentrations from the wells and
the maximum contaminant levels (MCL's) from the Safe Drinking Water Act (SDWA)
standards are shown in Table 2.5. Water quality variables for which there are no
enforceable standards, but were included in the analysis are shown in Table 2.6.

MONTGOMERY WATSON

Page 2-6
