Rate Sehedule: You must adopt a rate schedule and a budget sufficient to. produce the <br />required revenue and which meets the approval af Rural Development. <br /> <br />16. Meters: Meters will be require9 far all users. <br />. ~o- <br /> <br />17. Reserve Account You will be required to establish a reserve account. You will be <br />required to. deposit $25,98~tiI $259,872 is in the reserve account. No funds can be <br />withdrawn from this accaunt without written authorization from Rural Development. This <br />account will be established in a separate interest bearing account at a financial institution <br />protected by FDIC. <br /> <br />18. En~eerinE Agreement You must have an agreement with your engineer. This <br />agreement must be approved by the Rural Development prior to its execution. We are <br />enclosing Form FmHA 1942-19, "Agreement for Engineering Services" which must be used <br />for this purpose. <br /> <br />19. Proiect Costs: All expenditures for the project purposes must be approved by Rural <br />Develapment. The procedures will be discussed during the preconstruction conference. . <br />Borrower contribution will be used first, followed by State funds, followed by Rural <br />Development loan funds, and followed by Rural Development grant funds. Any remaining <br />funds, after paying for all authorized expenditures, will be eonsidered as unused grant funds <br />and refunded to. Rural Develapment as sueh. The borrower will be responsible for all cost <br />aver runs. <br /> <br />20. Legal Services Agreement: You should obtain a legal services agreement from yaur <br />attorney. The enclosed guide may be used. The agreement must be reviewed and approved <br />by Rural Development. <br /> <br />21. Other Provisions: This assistanee is being processed under RD Instruction 1780-A. Y eu <br />must eomply with all applicable provisions ef these instructions. <br /> <br />22. Loan Resolution: Form FmHA 1942-47, "Loan Resolution" , a copy of which is enc:Iosed, <br />must be adapted by your governing body. <br /> <br />23. Other Plans: The loan docket must include statements that this proposed project is not <br />inconsistent with any development plans of the county and/or municipalities in which the <br />project is located.
