When added to the maximum daily demand, <br />these capacities are still much less than the peak hourly demand. <br /> <br />Even though fire flow requirements do not control the sizing of the overall <br />di stri buti on system, they do establ i sh mi nimum capaci ti es for the extremiti es <br />of the system. The City of Greeley uses population density and hydrant <br />spacing for determining the fire flow capacities of each distribution pipeline. <br /> <br />Greeley has a Class 4 fire insurance rating from the Insurance Services <br />Offices. The rating is based on a scale from one to ten, with Class 1 being <br />the highest rating possible. <br /> <br />2.0 WATER RIGHTS <br /> <br />The City of Greeley obtains its water from many sources. The major sources <br />include the Colorado-Big Thompson Project, direct diversion from the Cache la <br />Poudre Ri ver, Wi ndy Gap Project, severa 1 i rri gati on and di tch compani es; and <br />the high mountain reservoirs on the Cache la Poudre River. The Cache la <br />Poudre reservoirs include Barnes Meadow, Comanche, Hourglass, Peterson Lake; <br />Seaman, and Twin Lakes. <br /> <br />The water ri ght for Twi n lakes Reservoi r is presented on Tabl e IV. 4. The <br />decreed storage capaci ty is 460 acre-feet. Based upon di scussi ons wi th the <br />Water Comi ssi oner for the Cache 1 a Poudre Ri ver system, the water supply at <br />the reservoi r is based upon the decreed gage hei ght, rather than the decreed <br />storage capacity; For Twin lakes, the spillway crest is at gage height; 19;1 <br />feet, and the correspondi ng capacity is 278 acre-feet. Even at the decreed <br />gage height of 20.0 feet, the capacity is still only 301 acre-feet. <br /> <br />The reservoir currently operates under restricted conditions; Table IV.5 <br />shows the nature of the restriction and the date it was imposed by the <br />Colorado State Engi neer' s Office. The earth dam has severe seepage probl ems <br />and an inadequate outlet works. <br /> <br />-24- <br />
