The City Council is the policy making authority, and the City Manager <br />is the chief administrative official of the City. The City Manager is <br />appoi nted by the Ci ty Counci 1; however, the r~ayor and members of the Council <br />are elected officials. <br /> <br />The City by ordinance may contract with other governmental entities for <br />services or cooperati ve acti vi ti es and may enter into contracts and 1 eases <br />which have been authorized by the City Council. Capital improvements may be <br />financed in whole or in part by issuance of bonds. <br /> <br />The Water <br />mai ntenance <br />of Greel ey. <br />Department. <br /> <br />and Sewer Department is responsible for the operation and <br />of the entire water system and sanitary sewer system of the City <br />The City Manager appoi nts the Di rector of the Water and Sewer <br /> <br />The Water and Sewer Board consists of eight members. Five voting members are <br />appoi nted by the City Council to serve fi ve-year terms. The Mayor; Ci ty <br />Manager, and Director of Finance are nonvoting members. One of the appointed <br />members is elected chairman each year. <br /> <br />The Board has the power and responsi bil ity to acqui re, develop, and protect <br />the water supplies for the City of Greeley, as well as annually establish <br />minimum water and sanitary sewer service rates. The rates must be sufficient <br />to include all expenditures for operation and maintenance, debt service <br />requi rements, and addi ti ons to a reserve account for the water and sewer <br />systems. The reserve account is used to offset depreciation and allow for <br />future replacement of the water and sewer systems. The City Council is not <br />allowed to lower the minimum rates established by the Board. <br /> <br />The Board has the authori ty to hi re consultants for techni cal assi stance and <br />to recommend leasing water not needed for immediate use by the city. The City <br />Council has the power to lease water to other users. <br /> <br />-9- <br />
