Design computations were refined, and
drawings prepared. A construction cost estimate was developed by
recalculating quantities and reviewing unit costs. The estimated
construction cost for rehabil i tati ng and enl argi ng Twi n Lakes Dam, i ncl udi ng
a 15 percent contingency, is $627,107.

Total project costs were developed by addi ng the cost of the feasi bi 1i ty
study to the estimated cost for engineering and construction management,
allowing for cost escalation due to inflation, and computing interest during
project execution. The total estimated cost to rehabilitate and enlarge Twin
Lakes Dam so that it can operate to its full decreed capacity of 460
acre-feet without restriction, is $824,425. This amounts to a unit cost per
acre-foot of total storage of $1,792 and a cost of $1,816 per acre-foot of
firm annual yield. These unit costs are compared in the following table with
the estimated total costs to rehabi 1 itate Peterson Lake and Comanche Dams.
Replacement of Twin Lakes Dam with an RCC structure would decrease the annual
O&M Cost by an estimated $4,000.

=========================================================================================

ESTIMATED UNIT COST
UNRESTRICTED FIRM ANNUAL TOTAL UNIT COST FIRM ANNUAL
STORAGE CAPACITY YIELD PROJ ECT OF STORAGE YIELD
PROJECT (Acre-Feet) (Acre-Feet) COST ($) ($ Ac-Ft) ($ Ac-Ft)
Comanche Dam 2,629 1,770 1,724,286 656 974
Peterson Dam 1,252 1,01 0 756,312 604 749
Twin Lakes Dam 460 454 824,425 1,792 1,816
,

=========================================================================================

An al ternati ve to rehabil i tati ng Twi n lakes Dam woul d be to purchase CBT
water at approximately $1,070 per acre-foot of yield. Since this water can
only be del i vered in the summer, when CBT faci 1 Hi es are operati ng, thi s
source of water is not comparable, as Twin Lakes Dam will allow releases
throughout the year. Another alternative is to construct Rockwell Dam on the

ix
