We originally requested deferrals for the <br />years 1887, 1888 and 1888. This means we Just have the 1888 <br />deferral to go. We will resume our annual payments in 1880. It <br />has always been, and continues to be, our intention to make up <br />the deferred payments, plus interest, in the three years <br />following retirement of our major general obligation bond debt in <br />2007, 2008 and 2008. Our G.O. debt payments are about $725,000 <br />annually and represent approximately half of our total budget. <br /> <br />As I have indicated before, the deferrals to date have <br />helped us to establish financial stability and for this we are <br />_ _ _ ,rn,cJst_gra!eful ~_ .?o'!l.~~thes_ steps we _ ~a_v~_ takl3.Tl.J. !1_r_eE!'lf1.t:._1Jl3.ars _ t:.~ _ _ <br />assist ourselves include- cutting our--number of full time <br />employees from a boom time high of 38 to a depression time low of <br />12, freezing employee wages, cutting employee wages and benefits <br />and clearly cutting our level of service to the community. We <br />also refinanced our bonds and raised our sewer rate from $6.60 <br />per month to $8.~5 per month. <br /> <br />During this same time we waged a very intense campaign with <br />the State Highway Department and Tourism Board and were <br />successful in causing a Welcome Center and Rest Area to be <br />located in Fruita. This development, combined with other "shots <br />in the arm" helped us to turn the corner from the low of 1886. I <br />mention these things to let you know that our problems are real <br />and we are serious about solving them. <br /> <br />In 188~, due to increasing financial and political problems, <br />Fruita merged its water system with the Ute Water District.
