Feasibility Study
Julesburg Irrigation District
Peterson - Lodgepole Project

Introduction (Need for the Project)

The Julesburg Irrigation District (JID), located in Logan County, operates the Peterson Ditch for the
benefit of the shareholders by providing direct flow irrigation water. The Peterson diverts from the
South Platte River, 2 miles west of Sedgwick, and delivers water to the service area. (The District
also operates the Settlers Ditch, the Highline Ditch, the Harmony Ditch #1, and the Julesburg
Reservoir.) The Peterson Ditch crosses Lodgepole Creek about 2 miles north of Ovid, and the
control structures at this location are in poor condition. The downstream end of the spillway drop
structure has been undercut and could fail during a flood. This would release the entire ditch flow to
Lodgepole Creek and cause flooding downstream. The JID needs to rebuild the control structures
as soon as possible, preferably in winter-spring 2001, prior to the irrigation season. The current
condition of the drop structure makes it dangerous to operate.

Project Sponsor

The JID is a Colorado Irrigation District formed in accordance with CRS 37-41-101. There are
155 shareholders (landowners), 19,133 shares/bonded acres within the District. The JID has the
power to set annual assessments to be paid by the shareholders through the county tax
collection process. Documents establishing the District are included in Appendix A.

Project Service Area and Facilities

Direct flows of the Peterson, along with Julesburg Reservoir storage water, are delivered through
the system to irrigate 7840 acres. The diversion point for the Peterson Ditch is located 2 miles
west of Sedgwick on the South Platte River, and the ditch extends northeast approximately 25
miles through the Town of Julesburg. Irrigated acreage within the service area is used to grow
corn, sugar beets, alfalfa, and other crops. A map of the project location, and photos of the
existing control structure, are found on pages 7 and 8. Additional maps of the JID system,
service area, and project location area included in Appendix B.

Water Rights

The water rights diverted by JID consist of the following:

ation District Water Ri hts
Decree Date CFS
1895 164
1987 34
1895 252
1904 450

Julesburg Irrigation District Page 6 of 14
Peterson - Lodgepole Control Structures
November 2000 (Updated January 200 I)
