<br />'. <br /> <br />. <br /> <br />CH;\PTER VII <br /> <br />. <br /> <br />-' <br />. <br /> <br />PROJECT EVALUATION <br /> <br />Colorado Water Conservation Board policy requires that funds <br /> <br />furnished from the Colorado Water Conservation Board Construction <br /> <br />Fund shall be repaid as rapidly as is possible within the reason- <br /> <br />able ability of the applicants to do so and, of course, within the <br /> <br />maximum period of 40 years. A primary purpose of the Project <br /> <br />Evaluation chapter is to present ~n estimate of the applicant's <br /> <br />"ability to pay," which isdesign~ted herein as the payment capac- <br /> <br />ity. The estimate of annual payment capacity if a basic factor of <br /> <br />the required financial determination to be included in Chapter VIII, <br /> <br />Financial Program. <br /> <br />For most projects, payment c~pacity is established on the <br /> <br />basis of such factors as the increase in farm income, reduction in <br /> <br />project operating costs, and revenues from sale of X & I Nater, <br /> <br />which are anticipated to be derived from the proposed project. <br /> <br />For some multipurpose projects that will require an alloca- <br /> <br />tion of project costs among the v~rious purposes, the Project <br /> <br />Evaluation chapter must contain a discussion of benefits to be <br /> <br />produced by each project purpose (i.e., irrigation, fish and wild- <br />. <br /> <br />life, recreation, etc.). This discussion must include for each <br /> <br />project purpose a statement of the annual dollar amount of bene- <br /> <br />fits to be obtained and the source of, or basis for, such values. <br /> <br />Where applicable, evaluations should be made for: <br /> <br />A. IRRIGATION <br /> <br />It is recommended that the Colorado Water Conservancy Board <br /> <br />be consulted in the development of the payment capacity studies <br /> <br />for irrigation and in estimating irrigation benefits, if such bene- <br /> <br />fits are required for cost ~llocation purposes. <br />
