<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />SECTION NINE <br />PROPOSED PROJECT <br /> <br />NEED FOR THE PROJECT <br />The District water supply, as has been descrilled in previous section, consists of water from <br />three different aquifers. All are shallow sandy aquifers not separated from surface sands by <br />any impervious layers. The District has been concerned for many years over the possibility that <br />one of the sources could be contaminated from intrusion or Wldesirable surface activities. <br /> <br />Surface contamination could originate from any number of activities. Historically, however, <br />problem activities include hog fanns, agricultllral fertilization, numerous commercial activities, <br />or oil well development, to cite a few. In recent years a brine disposal pond and a very large <br />egg operation have been approved by the Weld COWlty Commissioners in the vicinity of the <br />Hay Gulch weDs over the objection of the District. Both facilities are allowed to dispose of <br />some waste to the groWldwater. Even though we are becoming more aware of environmental <br />factors, there has been little progress in prevetlting hannful surface development from taking <br />place in areas Wlderlain by potable quality water supplies. Standards for feedlot operations <br />remain minimal, allowing waste to infiltrate into water supplies, and requirements for the <br />control of irrigation wastewater with high ferlilizer content still lag. <br /> <br />The three well fields of the District are separated by approximately 32 miles. Because of the <br />physical characteristics of the District, and physical limitations of the distribution systems, <br />water cannot always be transported from one well field to another. A lost well field could <br />result in a complete shutdown of a segment of the distribution system. It is the opinion of the <br />Board of Directors that some redWldancy mU$t be developed. <br /> <br />DESCRIPTION OF THE PROJECT AIuL- &< ~/1t.- ~ ~C,r-D- <br /> <br />FWlds that are being requested are for participation in the Southern Pipeline to transport.(a;er <br />from LaSalle to the Fort Morgan area. Water for the pipeline will be taken from Carter Lake. <br />The portion of the pipeline from Carter Lake to LaSalle has previously been constructed Wlder <br />the direction of the Northern Colorado Water Conservancy District. Numerous entities <br />participated in the Carter Lake to LaSalle segn1ent. The City of Fort Morgan and the Morgan <br />COWlty Quality Water District will participate in the La Salle Fort Morgan segment, which will <br />also be accomplished Wlder the direction of the Northern Colorado Water Conservancy <br />District. A map of the location of the proposed pipeline is shown on Exhibit Number Eleven <br />at the back of the report. <br /> <br />The District is committed to the pipeline. They have already participated in the first segment at <br />a cost of $1,100,320.90, which was financed from cash reserves. <br /> <br />The pipeline will furnish the District with 1,086 acre feet annually in the midst of their service <br />area. <br />ft' .1 ,,17 "",10 p,.,J t'r ;t, 42- viLnJ ;" <br /> <br />16 <br />
