.

CHAPI'ER II

PLAN OF DEVELOPMENT

Project purposes

The San Miguel project would regulate unused flows of the San Miguel
River for irrigation, municipal and industrial use, flood control, recrea-
tion, and fish and wildlife conservation. The project would provide an
average of 77,800 acre-feet of water annual~ for the irrigation of 38,950
acres of land, including 26,420 acres not presently irrigated and 12,530
acres in need of supplemental water. About 44,000 acre-feet of water
annual~ would be made available for municipal and industrial use. A
flow of at least 25 second-feet would be maintained for fish in the San
Miguel River below the point of project storage and diversion, and 500
acre-feet of water annual~ would be provided to maintain a 200-acre wild-
life area. Recreation facilities would be provided at project reservoirs.

.

Pro.iect Plan

The Saltado Reservoir would be constructed on the San Miguel River
to store the flows of that stream. A system of canals and laterals,
heading at the reservoir and general~ following the southern perimeter
of the project land area, would convey water to places of use for irri-
gation and some municipal and industrial uses. The canals would also con-
vey water for further regulation in the offstream Naturita and Radium
Reservoirs.

Saltado Rese.'voir and Norwood Canal

The Saltado Reservoir with a capacity of 72,600 acre-feet would be
formed by a dam at a point 12 miles southeast of Norwood. The reservoir
would extend upstream 4.5 miles from the dam, inundating the small com-
munity of Placerville. Reservoir releases would be made to the river for
preproject rights, some project uses for municipal and industrial purposes,
and maintenance and enhancement of the stream fishery.

.

Project water for irrigation and some municipal and industrial uses
would be released at the north abutment of Saltado Dam into the Norwood
Canal which would cross to the south side of the canyon by siphon and ex-
tend westward about 22 miles to the Naturita Reservoir. The upper 11.4
miles of the canal would consist of a series of tunnels and siphons pierc-
ing the wall of the deep gorge in which the river flows and crossing deep
canyons of tributary streams. At the outlet of the last tunnel atop Nor-
wood Mesa part of the canal water would be released into the potential

14
