<br />( <br /> <br />Castle Pines North Metro District <br />November 21, 1995 <br />Page 2 <br /> <br />FEASIBILITY STUDY <br /> <br />In October 1995, the District submitt.ed a draft Feasibility Report, Modifications to Pumping <br />Units A-i, A-2, A-3 as prepared by Jehn W!lter Consultants, Inc, of Denver. The feasibility <br />report provides a description of: <br /> <br />(a) the District and the District's service area and facilities; <br /> <br />(b) the proposed project and the alterllatives considered; and <br /> <br />( c) a fmancial plan for repayment of the CWCB loan. <br /> <br />The District <br /> <br />The CPNMD was established in 1984. The purpose of the District is to provide water, <br />wastewater collection, public landscaping maintenance, storm drainage, and park and <br />recreational facilities to the Castle Pines North Community located about seven miles north of <br />Castle Rock in Douglas County. The District currently provides service to about 500 existing <br />homes. At build-out, the District expects to serve 2,566 single-family units, <br /> <br />The CPNMD obtains revenues from: (1) tap fees assessed to owners/developers to pay for the <br />installation of facilities; (2) water, sewer, stonn drainage service charges billed to customers <br />on a monthly basis; and (3) property taxes. <br /> <br />Proposed Proiect <br /> <br />The primary source of water supply to the District is .from three existing Arapahoe formation <br />wells (A-I, A-2 and A-3) with a total (pre-project) combined pumping capacity of about <br />1,000 gallons per minute (gpm) which is not considered adequate for near-term demands. In <br />addition, Well A-3 ceased functioning in August 1994 when the water level in the well <br />dropped below the level of the pump. Water levels in the other two wells have also declined <br />in the last few years. <br /> <br />Jehn Water Consultants has recommended a program of improvements to replace and lower <br />the pumps in all three wells to increase the total rate of production to 1,500 gpm. The <br />improvements to Well A-3 were completed ti1is year at a cost of $166,638 with the assistance <br />of an $100,500 emergency loan from the COJ:l.struction Fund, It is estimated that the reminder <br />of the project, the improvements to Wells A-I and A-2, will cost a total of $394,485 for a <br />total project cost of $561,123. <br />
