(d) The Diatrict's loan obligation ahall be repaid to the United States in equal annual installments over a period not to exceed 30 years, which repayment period shall begin in the year following the year that the Contracting Officer, afCer consultation with the District, announces that the work is subs[antially completed, including filling the reservoir and testing the Project Works; Provided, That if the loan obligation and annual installments have not been determined by the United States when the first installment becomes due hereunder, the Contracting Officer will notify the District of the estimated loan obligation and annual installmen[s. Such estimates shall be considered as the loan obligation until such times as the actual loan obligation and annual installments are esiablished. The District agrees to use the following sources, as necessary, to pay the annual installments: (1) revenue from the sale of M6I water; (2) revenue from the sale of irrigation water; (3) ad valorem taxes; (4) homeowner assessments; (5) revenue from the sale of pover; and (6) any other source of funds, as appropriate. (e) Annual principal installments on the District's loan obligation shall be in the amounts set forth in the final repayment schedule pursuant to subarticle (c)(6) herein. The first annual principal installment shall become due and payable on December 15 of the first year of the repayment period, and subsequent annual installments shall become due on December 15 of each succeeding year.
