CHAPTER V

PLAN OF DEVELOPMENT

Physical Plan

The physical plan of development is shown on Sheets 1, 2,
3, 4 and 5. These development items are discussed herein in
order of priority to provide water for Starkville, Colorado.

Item 1. Construct a treatment facility to remove turbidity,
odor, taste, and to chlorinate flows. Sheet 5 illustrates the
proposed type of treatment facility which is to be enclosed in
a building near the upper storage tank. Other treatment types
were analyzed but not used because of the varying high quantities
of turbidity in the flows.

Item 2. Insure supply of water by providing a collecting french
drain at the spring; and collection dams at strategic points on
Clear Creek. The conceptual designs are illustrated on Sheet 5
with locations spotted on Sheets 2 and 3.

Item 3. Provide an adequate earth coverage over 2000 feet of
pipeline to minimize freezing. This step will provide flexibility
in system operation during cold periods. Presently, the operator
daily adjusts valves to maintain pressure in the line above the
valve house to supply water to an individual residence and to
fill the upper storage tank.

Item 4. Provide an increase in potable storage by moving the
existing 140,000 gallon tank in the center of town to a higher
elevation. This step is indicated on Sheet 1 for location and
Sheet 4 for effects of pressure. The present location serves
very little useful benefit whereas, at the proper elevation could
be used as a seven (7) day increase in storage for the town.
Provide two tank covers for the existing 24 ft. diameter tanks.

Item 5. Provide new meters and insulated meter covers for proper
assessment of flow and resulting fee charges.
