These development items are discussed herein in <br />order of priority to provide water for Starkville, Colorado. <br /> <br />Item 1. Construct a treatment facility to remove turbidity, <br />odor, taste, and to chlorinate flows. Sheet 5 illustrates the <br />proposed type of treatment facility which is to be enclosed in <br />a building near the upper storage tank. Other treatment types <br />were analyzed but not used because of the varying high quantities <br />of turbidity in the flows. <br /> <br />Item 2. Insure supply of water by providing a collecting french <br />drain at the spring; and collection dams at strategic points on <br />Clear Creek. The conceptual designs are illustrated on Sheet 5 <br />with locations spotted on Sheets 2 and 3. <br /> <br />Item 3. Provide an adequate earth coverage over 2000 feet of <br />pipeline to minimize freezing. This step will provide flexibility <br />in system operation during cold periods. Presently, the operator <br />daily adjusts valves to maintain pressure in the line above the <br />valve house to supply water to an individual residence and to <br />fill the upper storage tank. <br /> <br />Item 4. Provide an increase in potable storage by moving the <br />existing 140,000 gallon tank in the center of town to a higher <br />elevation. This step is indicated on Sheet 1 for location and <br />Sheet 4 for effects of pressure. The present location serves <br />very little useful benefit whereas, at the proper elevation could <br />be used as a seven (7) day increase in storage for the town. <br />Provide two tank covers for the existing 24 ft. diameter tanks. <br /> <br />.4 <br /> <br />Item 5.
