This fulfills the committee's objectives of both reducing erosion <br />and raising the water table back to its original level. <br /> <br /> <br />V <br />.~D <br /> <br />F'-\ <br /> <br />Figure 3: Oxbow lake construction <br /> <br />Priority Areas <br /> <br />The largest priority area identified in the Conceptual Design encompasses 4 miles of river. These <br />areas include a three-quarter mile portion of the river upstream of Road 8 to a half-mile downstream <br />of Road 10 near the town of Capulin. Reaches on this portion of the river are listed as priority areas <br />because of the extreme instability and lateral spreading. <br /> <br />Rosgen's classification system is included in appendices A and B (from Rosgen, 1996). The <br />classification system contains eight geological and hydrological variables that influence stream <br />morphology. Seven stream types, A to G, categorize these. Rosgen's classification is a widely <br />accepted system that is used by both government agencies and private consultants. <br /> <br />Other priority areas that are highly unstable (classified as streamtypes F3 and F4) include: <br />a) 1.7 miles in the proximity of Highway 371 and Road 15 <br />b) 1.8 miles from Road 15 to Highway 285. <br /> <br />Table 1 contains a brief description of each reach and a cost estimate for rock structures and <br />earthmoving. Costs are based on the guidelines given in the introduction of Rosgen's Conceptual <br />Design plan (p. 6). These figures do not include other reconstruction costs such as survey costs, <br />rock hauling, re-vegetation, and grazing management education. These items are discussed in more <br />detail in the next section. <br /> <br />The Reconstruction Process <br /> <br />Landowner consensus to do the reconstruction is the first task. The committee has decided that the <br />best way to go about this is to approach landowners individually with a personalized contract. <br />Negotiation will proceed through the landowner, project coordinator, and committee members. <br /> <br />4 <br />
