Box 255
La Jara, CO 81140

RE: Alamosa River Restoration
Grant Recommendation

Dear Mr. Shawcroft,

I am pleased to inform you that the Colorado Water Conservation Board (CWCB) has
recommended your grant to the General Assembly for approval. Your grant request will
be included in the Board's annual Water Project Construction Bill. Funds will be
authorized in May 2000, once the Governor has signed the bill. We understand the grant
will be used for restoration of the Alamosa River.

The Board recommended a grant from the Construction Fund in a maximum amount of
$300,000 for the Alamosa River Watershed Project. The grant is for engineering and
construction costs associated with Phases 1, 2, and 3 reconstruction of the Alamosa
River. I have attached a copy of the updated Board memo concerning the Alamosa-La
Jara Water Conservancy District. Please refer to page 5 of that memo and to the section
"Action taken by the CWCB January 26, 2000."

When the Board recommends a Construction Fund Grant there remain several
conditions:

a) A Scope of Work is required. The scope of work should provide a step-by-step
description of the work to be done, and detailed costs associated with each step. The
scope of work, and the specific project designs, must be reviewed by the CWCB staff
prior to contracting for the grant.

b) An approved contract must be in place before funds can be advanced. Jan lIIian wilt
contact you concerning our contracting procedure. It usually takes about 2 months to
complete the contract after funds have been authorized by the General Assembly.
